Why would other countries want to emulate anything that has to do with our health care system (outside of medical and clinical skills, knowledge, and talent)? It's well-known that our health care system is broken. Especially compared to other first world countries. I hope they stay away from our insurance company system.

Not sure if this is a clue but there appears to be some signs of development at the UK site. Not sure if that is where growth is but the signs have been that Cigna really really wants to expand into the UK and greater European market as of late.

No, it's concerning all departments in provider services. Some will be affected more than others, of course, but Cigna is in the processes of outsourcing a massive chunk of its PS&O duties away from its current employees.
