Anyone get their Verp approved as an exception? Didn't meet the years of service or age?

I use to put money into my credit union account every pay. They amount I always put was deposited into my credit union account today. I feel it’s safe to say VERP is definitely being paid out this Friday.
Not possible. VERP is mandated by US law. No exceptions.
How would anyone not eligible for VERP have been able to apply since it was only sent to eligible employees? I was short of the 10 year requirement by only a few months so therefore not sent application option. Going to be very angry if there were people in my circumstance that were able to apply and be granted an exception approval.
