I don’t understand the criteria, there are people who can’t even code that are still in my team, I have designed and built many applications from scratch and I’m being let go. Extremely disappointed that I rejected many offers in the past.

This type of throw everything overboard approach is what you see when the ship is sinking. High salaries, poor performers, the too outspoken and other problems are dealt with in these actions. It’s a cold calculated financial decision
Bottom line, this was a cost cutting move. They went after higher salaries and more senior roles.
I was one of the ones that the dev team would consult with to see how the program was supposed to work. I was let go today as well. I have rejected offers in the past as well. I legit thought I had enough reputation earned within the team to be safe from something like this. I offered to help with training, with guide creation, with shadowing new team members to make sure they found the right answers from the start instead of being confused by different answers to the same questions.
At least I get a very long weekend. One I didn't want though.
$$$$ - people in higher payroll bands for similar roles
