Usually, the chatter is correct. It has always been a sign of confirmation in my experience.
3 months before any RIFs, our Senior VP made sure he told us "I want to assure you that WE don't have to worry about any lay offs." No one had even mentioned them, but apparently Managers and PLs were concerned. The next quarter...BO-M.
