Just curious if someone demoted from Manager to IC in the same team , can that same person again become Matrix Manager of same people as an IC ? Sounds like HR is clueless at Work Day or Global Directory. What the he-l happening !!

Surely it’s a demotion. Not only have managers lost their directs, been made IC, but also their role profile was changed. This results in less incentives and those will notice in Jan 2025. Assigning the team back as matrix reports tipo the IC, means that the IC can then update assessments in the system.
IC is not a demotion. It simply means you have no direct reports. I wish people would stop saying that. And yes you can have matrix, directs or none. There is nothing in a job category that says you have to manage people.
