Why many IT positions are filled with H1b holders? Many local people are fired and filled with H1b people. I am not against H1b but it should go to eligible local employee then any foreign visa holder. There was no H1b employees as FTE prior to 2020. How come they file green card for them if layoff is going on?

At the rate of morale destruction here the only people who'd want to work at USAA are those who need H1b. they''d be indentured by the green card process
When A.D. took over ECIO it started. Position her picks in key roles like Bayo in cushy job over Plano. Discrimination is imbedded in the culture. May not even be aware they are doing it. They are NOT cheaper.
The big problem is understanding. They just don't get it. They can code, sure, but you practically have to spell out the requirements line by line. Resumes full of the latest tech, but can't apply it to the business case.
They can do the job cheaper that is on the table. Period. Thats how it works..those guys do nothing but code from birth..they outperform and do it for cheap..the company wants to shed spending..those will help do it and help cut cost all around.
They hire because there are no qualified local candidates. And, managers don’t do their job to teach employees new skills and get them ready for new needs.
In order to sponsor and hire H1B, USAA must demonstrate to US Immigration that they could not find any qualified local candidates (yes, the smart and talented ones that USAA let go). This is just wrong, how can USAA live with this. Before USAA, I came from a fortune 100 company and they never hired H1Bs because of that immigration requirement.
They can hire H1b person for lesser pay. I know a person who has joined as mid level with 17 years of experience for less than 115k per year.
