So many people are being laid off and at the same time, there are hundreds of open positions we're currently trying to fill. Why isn't there a hiring freeze in place?

If you look a lot of the jobs are in India or Philippines.
My team opened up 3 positions last week.

We are hiring because some units are booming. Others are not. I have recruiters and employers contact me several times per week for outside positions. Pulling up the ladder behind you isn’t going to save you from the inevitable and be thankful you didn’t have to re-enter the job market 4 years ago when the unemployment rate was double digits and GDP and stock growth was flat.
After the older, higher paid, more senior workers are shown the door, the company will fill their spots with lower-paid {younger} replacements. They will change the titles and qualifications ever so slightly to reduce their legal liability. That has been the plan all along, publicly discussed as "Optimizing Resources." If you are RIF'd be on the lookout for your old team posting for a position similar to yours, but just slightly lower qualifications and pay. If you apply - as a clearly qualified applicant - but don't get an interview or offer, that may give you evidence for an age based discrimination lawsuit, which is otherwise really difficult to prove.
I have the same question. It makes zero sense to me. The department I am in keeps posting for new positions and they are not ghost jobs, in case anyone is wondering.

Actually, from what i have heard there is a hiring freeze in place until at least the end of August. Those job postings are just preemptive.
