If layoffs are happening why are not we seeing layoff WARN notices? I'd expect that we have to file those notices with the state as we are large enough to be cover by that labor law. I am not saying something is off, I am just curious about what's going on and what's causing this..

Well, one thing is clear. The anonymous trolls who post on this board aren't from Legal.
Because they layoff in low number. My team had less than ten people they layoff. So it doesn’t raise any flags or need of warn notices.
Companies (not just TIAA) have gotten very adept at crafting layoffs so that they don't meet the criteria of the WARN Act.
They are only required under very specific circumstances. For example, if you offered a job elsewhere (even if no relo etc.) but don't take it, that's not a layoff.
Warn notices only happen 90 days out from the last day
