Why isn't there a hiring freeze?

If we're about to have layoffs in thousands, why the he-l are we still hiring?

Because they need to backfill your position when they lay you off with an outsourced head from some “low cost geo” (aka India, Costa Rica, etc.)

At Intel someone probably just hasn't closed them but maybe not.

In general, they are called ghost job posts and it is a really common thing.
