The idea is to reduce cost and headcount. I can't imagine new hires for another 2 quarters. Offers in flight could easily be rescinded

They are laying off 15% of the company. NOT 15,000 employees. The numbers are much greater. 15% = ~18,000
But we know that the actual numbers will be a lot higher; ~25k
The layoff will be done in conjunction with a hiring freeze.
Rescinding offer was unheard of in the past. However, over the past 1.5 years it’s almost the default.
I was a hiring manager for tech jobs for 10 years off and on. We never rescinded an offer once we made it. In fact, in 2016 we sped up the process to make sure we had offers out before the hiring freeze.
I would say it depends on your job function. Intel is gutting entire teams, you job might literally not exist in a few weeks.
If you are an RCG you are probably fine, seriously, I have never seen Intel stop hiring RCGs. Look back at 2015 and 2016. Call your hiring manager.
They are laying off 15k current employees, what makes you think they won’t rescind offers during this time?
