I had to network with everyone I knew to find another position before my RIF end date, and at that the job offered wasn’t extended until I had 2 days left before being out the door. You cannot rely on someone to help you in HR.

Not to be negative...but I wouldn't count on job placement assistance from HR.
You will likely do better if you network on your own...this is my personal experience when I was rif'd a number of years ago. My manager then actually contacted another manager and this is how I got a new position within the company. Went through the application and interview process, but it was a tremendous help to have a manager recommendation.
One caveat: if you are offered a job internally, but decide to not accept it, you will NOT receive your "severance," that is your supplemental unemployment benefits (SUB).
