Several of us on 60 day notice, all 15+ years service, received reviews less than Meets. First time ever. Will this cause any negative impact to severance? Or rehire in the future?

It depends. If you’re laid off under Meets you are fine. If you are laid off with Inconsistent Meets given it will impact rehire.
No, that will not impact severance or rehire eligibility.
Shart wants to crush morale to the point where the people getting downsized either can't, or won't, apply to come back.
