I have 2 close friends that were a part of the January RIF this year Both have applied for various jobs back at Anthem (some for extremely similar roles as they had when they were let go) and they both get the Dear John letters the next day. So is Anthem NOT looking to get prior employees back at all? Or is this an oversight and HR really isn’t even looking at who is applying?

I was RIFd in 2020. I tried for several months to be rehired. No luck. I cut my losses and moved on. Best decision I’ve made career wise.
You get hired back if you know how to kiss the right back sides.
I was laid off and re-hired w/in 7 weeks. HR tells you they will assist you in finding another job, but don't hold your breath. They only help during that 30 day time period after you are notified of being RIF'd. Be careful how you answer questions on the application you fill out. The answers you provide could make or break your chances of getting interviewed. The job I really wanted I knew the hiring manager so I reached out to HR to see if my application was forwarded to the hiring manager. I was told no due to one of my responses on the application. I reached out directly to the manager and told him I applied for his job. He went to HR and asked for my application. Long story short, he did hire me, but it wasn't because HR helped me. It was because of my actions and perseverance.
Don't wait until your pay runs out to look for a job. You may end up very disappointed. As with all unemployment, you have to submit every week where you have looked, to whom you spoke with, give phone numbers, etc. I don't know how anyone can possibly enjoy doing that for 6 months. Not for me!
I know 3 ppl who were rifd in 2023 and each were hired back in 2024 although at lower pay levels. They ‘were’ directors previously.
Your best chances are before your out the door, and 2nd having a work buddy with a connection to the hiring manager recommending you. I know several people who came back after 1 to 2 years, and I got another position with 4 days to spare of my RIF back in the day.
Why would they rehire when they are getting ready to rif again?
Like everywhere else, you need somebody on the inside pulling for you in order to get back in. The rifs are to push out higher paid people grandfathered into good benefits and get in cheaper labor that won't receive those same benefits.
I know many folks that have come back after a RIF, including myself. It’s just as difficult to get an interview as it would be if you are external.
