A little bit ago my team had a meeting about the expectations of work going forward and went over the Tuesday/Wednesday anchor days and the third flex day. Whenever the policy was introduced it sounded like individuals were able to chose what third day they were going to be in office, but now one of my directors said our managers get to decide the flex day for the team. I feel as if this totally defeats the purpose of the flex day.

Yeah, your manager can determine your third day. Even before the anchor days, your manager could determine which days you came in. In fact, the policy allows managers to require people to come in who are still designated as work from home, unfortunately.
Policy says "unless your manager determines otherwise"
"Managers may require certain in person days to support business needs"
IMHO you're getting hosed
