I agree with OP, working here is just about a paycheck. This place is a dead-end for anyone looking for a career.
I think @Robbie means by “RIF reporting chain” that management decides we need to reduce workforce in xyz department, they might take a slice from director through a manager(s) and their team that reports to them. Basically RIF’ing a wedge out of the org chart. I’ve seen it happen that way. Guts morale, productivity, and leaves the folks remaining to pickup the slack (more hours, same pay).

It’s all depends on what you do and in which team. I see a few people getting promotion and opportunities every year and some deserving are stuck at same position from many years. Because of RIFs package and current job market not everyone will take a chance/risk to move out of this company.
I wouldn’t say that. Like pretty much all big companies, you need to sing the song and do the dance. Show your worth and interest, make yourself known to the right people; and things go from there. If you land in a RIF reporting chain, then it su-ks.
