It seems to be a more formalized mid-year process this year, but my organization has been doing quarterly check-ins (over and above regular 1:1's) for 10+ years.
The roles I've been in we did midyear and year-end check-ins for the last 15 years I've been at Cigna. How we had to do them has evolved over the years (I'm looking at you stupid Workday) but it's weird to hear so many haven't had to do this
This is something that’s been around for maybe 1 or 2 years but your organization may have not seen it until now. That being said this isn’t new for annual reviews/mid year because other companies have been doing this maybe for the last 5-8 years. Yes, Cigna is way behind and catching up!
This is the second time I’ve seen this, but last year it wasn’t mandatory. My boss knows what I do. But our CHRO Kari Knight Stevens was an attorney, so expect everything like this to be documented. They want evidence to make it easier to fire people so they can stop laying off people and paying out expensive severance. It’s so gross.

Yeah this isn’t new to my team either, kinda pointless if you have a hands on manager who already knows how you’re doing but harmless
Not to blow sunshine up your nose, but use it as an opportunity to showcase your value. I honestly do not know if it will make any difference regarding future layoffs, but it cannot hurt.
Our team definitely did this the last two years.
