Does Cigna cap the increase when moving from role to role? I know some companies only allow a certain percentage above current salary for internal candidates, regardless of the role's range. What's Cigna's policy?

No, there is no official rule. There’s a max a recruiter can offer you without additional approval, but you can get an infinitely large raise with skip and double
Skip level approval! Ive hired ppl onto my team doubling their salaries just through getting leadership approval and justifying their achievements
I've been getting 3rd party recruiters trying to hire me for roles at Cigna (I already work here) for years. They always offer me more (sometimes near 30k more) than I make - and it's often for a higher band. With my experience that's where I should actually be.
Look up your state laws, more and more (majority) have laws protecting against this that include reportable penalty when violated. Your current salary should not be a consideration of an offer- unless you tell them, they shouldnt even know it. Offer should be based on our ability to do the job, qualifications and experience. I wonder what internal recruiting has been trained about this?
I switched roles a few years ago, and HR told me the policy was no more than 15% raise in a year (because I wasn’t even in the range published in job posting and brought it up) and I was told in writing that once the offer was made I had until the end of the day to accept or the offer was revoked. 15% turned out to be a lie, so it depends on your recruiter. If they try nonsense like this, cc the hiring manager (who most certainly wants you) and documentation on pay range for that role in your location. But you’d be better off leaving Cigna because this company is rotting from the inside out.
I went from one department on the healthspring side to another department on the Cigna side. Jumped from band 2b to 3b… ended up getting a 30% raise. Even with that raise it was the bottom of the salary band for my role.

Yes. I had a coworker who went from band 3 to band 4, and they technically are no where near where their salary should be as a band 4. HR told them there is a cap to how much your salary can increase switching roles regardless. It is so unfortunate because they would have been at the correct pay if they left Cigna then reapplied.
I’m not sure of the official policy, but do know that they don’t like to go more than 12%.
