Within SATG intel has so many useless managers which if you give them easy leetcode questions or system design, they have no idea how to solve. Meanwhile they have “software engineering managers” title and pay. The only thing they do is attend meeting and create PowerPoint presentation.

Useless managers are the result of people promoting their friends instead of qualified candidates. i think we all know from what country those people are usually from.
Because the Peter Principle is strong at Intel and always has been.
That's Intel's style inherited from the days when protecting it's own know how is paramount. The company doesn't want anyone to know much about anything, so nobody can jump to a competitor and becomes a threat. It intentionally fooled itself as money rolled in on a single product.
Times have changed. Now they need to know things but finding them stuck with know nothings at every level.
SATG has not been doing anything of consequence for a while. The HC could probably be halved without impacting anything, but the rumor has it there is currently no cash for the packages.
Serious question.
What does SATG do that drives the bottom line?
Could we do an Elon and fire 80% of them?
Would anyone notice?
And it has been that way for over 20 years.
