Should it be a concern if my department begins to get contract workers? My fear is they learn the roles and then layoffs occur as they onboard/off board contract labor as needed?

It's rare a contractor will be cheaper, even when the FTE would have all bennies added on. However - with that increased expense comes increased flexibility when it's time to cull.
Most contractors are hired because of the hiring freeze.
Indeed.com has several recent positions posted for CDW. How can a company fire and hire at the same time? Maybe there will not be layoffs.
The point (at least 1 point) of contractors is to reduce the expense of getting the work done - no benefits etc. Yes of course they learn the role as it relates to the deliverable, but I don't think it means that the plan is to lay people off - it could simply be a cost containment for shorter term projects where they don't want to fund a career position. Also might be part of a bigger reduction strategy and there's really nothing you can do to change the strategy, however you can prepare for a layoff by starting to look now for roles outside and do some interviews. Always have an exit plan, this is a job, not a life partner and definitely not your family.
