Hopefully there will be Job Opportunities now that Navy Fed grabbed this contract. I wonder if USAA even tried. Or if we could handle it.

I prefer Navy Federal for banking, etc., to USAA. And I'm a USAA homeowners claims adjuster. But Navy Fed took better care of my money when I was active duty.
The Home Office (yes - they call it that) for the DoD Community Bank is in downtown San Antonio in the Bank of America Plaza. I can tell you first hand that when overseas, the on-base Community Banks are the lifeline of the military families where USAA and other banks are not able to quickly support the local currency needs (primarily bill pay and checks for housing, and lending for auto purchases).
I was told there was an RFP, but I wouldn't expect USAA to respond or have been requested to respond since they don't have a real expertise in brick and mortar banking.
From a brand and marketing perspective, it could set Navy Federal at a real advantage over USAA. Though Navy Federal has already had USAA's lunch in the area of deposit growth over recent years.
I, of course, would have no idea if USAA FSB was even considered for this. But the way everything else gets messed up, the answer is we couldn't handle it anyway.
