How about your direct manager? Would they know?
L1 manager said no impacts on our team (GCS). She talked about it in open office shared with couple of other teams. So assume the plan and impacts are public accessible now.

Anyone with knowledge worth knowing is under NDA and cannot tell you. People take their NDAs very seriously. Is the L1 you asked an Exec Admin?

That L1 is either not being honest with you, or they are on the list themselves in which case leadership would probably not share the plans with them.
All L1s know but have been instructed to keep it to themselves. Everyone is living in fear right now, so as much as you think you work for trusted leadership, think again!
No one will fight to save your job. Everyone should be networking and seeking employment elsewhere.
