Penta discovered Intel still sold banned chips to China under the table while collecting US fund and stole tax payer dollars.
I actually see it as a good sign. If they are really desperate, they would take any deal just to stay afloat

Shocked...stunned...bewildered...flabbergasted...at a total loss
None of these terms apply here. Intel has kind of been the laughingstock of the defense industry ever since the whole Aurora fiasco. Think about that. The Pentagon will still work with a bloated corpse like Lockheed or Northrop (even Boeing for now), but won't touch Intel.
