People leaders also have a say in if you are able to transfer or not. Our manager has held quite a few great employees back just so she can make herself look good. The people who are able to move up or out were employees who made her look bad or stood up for themselves.
In my state you most certainly do not have to apply for a new position within your department, unless it is supervisor or higher. Management just places their little puppets in senior or lead positions without letting everybody know of the opening or even a chance to show they are interested in that position.
The other big health insurance company in CA also had some teams have their members reapply for their jobs. Typically there are changes to org structure or position/title names. Everything was coordinated through HR and some Directors had their hands slapped for moving their favorite employees into those new roles before they were allowed to (and probably without actually having those employees reapply for their jobs (or newly titled ones).
Don't act like this is a normal business practice. Employees who are forced to reapply for their own job are generally protected by employment laws. (Watch Carefully) If an employer's actions during the reapplication process are found to be discriminatory, the employee may have grounds for legal action. Please know that regarding the situation an employee has the RIGHT TO REFUSE to reapply for their own job.
I don't think this person is saying they have to apply to move to a different position. I think they are saying they have to apply to KEEP their current position. I've seen this happen a few times with other employers, and it was always used as a way to cut bad employees, or "dead weight". I suspect Centene would use it to cut a large portion of their workforce, without paying severence. Actually, this wouldn't surprise me at all, if this is what they're doing. Its right in line with their unethical way of doing business.
Why is everyone surprised you have to apply to a new role…you don’t just get transferred into a new position or even a lateral move if the job listing is different. Keeping in mind that just because it’s the same work etc doesn’t mean the position or even description is exactly the same. Sounds like folks who’ve never worked anywhere else and it shows…
Every company you have to apply for an internal position…and if a company restructures then yes they can make you reapply for your current role. That’s not news…

what department are you claiming is making you do this? One department just released all their BA's to go find other positions internally.
From my experience, this is an indication that they believe they have a performance and skills problem that is larger than just a couple of people. It’s also a way to find your top talent that can train others that may be lacking a few key skills. And yes- it will clearly show who should be let go.
This should tell you how out of touch these kinds of companies are. If you have to have your FTE employees interview for a position in another LOB doing exactly what they are doing now that means you have no idea what your people do for you or how they are performing. I wanted to move to another LOB and asked to be transferred due to sudden schedule conflicts that my manager decided was an issue. I was told no they would not transfer me to a team with an open position but that I had to apply to them. ?? I got turned done for them all even though doing everything I do now with an exceeds/100% Quality/No audits - damn near 100% attendance.
