It appears you may want to wait for 30 days to file for in New York. Does anyone know if that is true and is 30 days from the layoff date or 15 days after that which is last day you are paid?

You may be eligible to collect benefits if:
You receive your first dismissal or severance payment more than 30 days after the last day you worked
Still way less complicated than processing a sales order.
If you RECEIVE severance that is GREATER than your weekly unemployment check within 30 DAYS of being let go in New York then you cannot apply for unemployment.
If you DON’T get your first severance check for 30 DAYS after being let go then you CAN apply.

Not sure about your exact laws there cause I live in Canada but I think this apply everywhere: "To apply for Employment Insurance (EI) benefits you must apply online as soon as you lose your job. You don't need to wait to have your Record of Employment letter (ROE) to start your claim."
