Under the agreement, DXC will manage AT&T’s midrange IT infrastructure, which spans AT&T’s enterprise compute, storage, backup and recovery environments. DXC will also provide system, database and storage administration, along with hardware architecture and maintenance across these environments.

Is it "our VIP network iiddiiiots" doing their sabotage business?
Doubtful, the DXC folks generally will only work on the enterprise IT side of things and what broke was in the D2/AIC/Network Cloud environment.
Problem is more likely people who can't think laterally in AT&T.
Just please do the needful
AT&T have said a wrong process was used to expand their network....
