Are the job openings posted to the public actually open to people outside of COP. I am a highly qualified candidate (never have trouble getting interviews elsewhere), but I have never heard back from COP regarding my persistent applications, even with referrals. What am I missing here?

A higher entity is intervening on your behalf, and saving you and your professional career from being wasted and your mind and body being tortured daily from the incompetence and cronyism so prevalent at COP.
The jobs are listed because they have to be. They’re actually very specifically worded because they have an internal candidate in mind. Usually a “friend” of the hiring manager.
Always the way it’s been. I’ve seen it many times. There are many other options that are better than this place to work. Though they’re decreasing due to mergers and downsizing. Good luck!
Be sure to add machine learning and something about DEI or ESG to the resume. Mention you’re excited about wasting company time on internal company sites. Especially on DEI and other woke topics.
They look internally first and usually have someone already slated for the position. They post the job as matter for formality. It's helpful if you know someone higher up at COP to "hand deliver" your resume or work with a recruiter that already has a relationship with the internal COP recruiters.
Many times there are pre-identified candidates and they only open jobs for HR requires it. This doesn't explain most external postings though. There is a constant push for DEI, so you may fall outside of what is considered 'historically oppressed' groups (yes this is even happening in the 'conservative' oil industry). Or could be the fact that external job postings get absolutely flooded with applicants and you just get lost in the shuffle or don't rise up in whatever filters HR applies.
I am surprised though if you have referrels.
