Has anyone been told they will be moving from individual contributor to people manager but no clarity on c level move or compensation?

My manger is no an IC and he has no idea who I will report to. His manager is on vacation..
I got a call from someone I’ve never met to tell me my job is safe.
I went the opposite. People manager for last 25 years to an IC, staying with boss I had as a people manager.

Yes... terrible situation. Good managers are rolling up to bad ones.
