Can you receive unemployment after layoffs?

Has everyone laid off been able to receive unemployment benefits through your state? Or why is that denied?

Yes, and unemployment depends upon your state of residency. I can get unemployment after my 52 weeks of severance.

I received unemployment. There was a delay in receiving due to lack of / inadequate response from Cigna from state office. I sent state my term letter and they approved.

Everyone who is laid off will be eligible for UE benefits.

However, not every state will pay UE benefits while severance is being drawn.
