The Cigna Group will strategically deploy proceeds from the transaction in alignment with its capital deployment priorities, with the majority of the proceeds being allocated to additional share repurchase. Capital will also be reinvested in the business or leveraged for targeted M&A activity

It means that David is more concerned with repurchasing of shares/stocks than improving the care of it's members and employees. 3.7 Billion for this sale, plus 10 Billion Dollars of recent profit, you would think Cigna would invest and give their hard working employees a outstanding bonus. Cigna can afford to keep and pay employees in the US, but it is laying off more people and outsourcing many more positions to save even more money. This is Cooperate speak that pretty much says they are greedy and plan to use the money to increase stock prices to please their Shareholders.
