So if one was laid off, but there are new jobs open that one is qualified for with other departments, should one apply? Will it receive preferential consideration or actually be dissed?

I know someone who is being rehired in a new role and getting a pay hike. It can be done.
“Speaking of laid off, has anyone gotten results from the outplacement service?”
It’s been absolutely worthless for me. They keep trying to upsell me on something (I have no idea what because I decline their calls). I sent them my resume and LI profile to review… and all they want to do is have some unqualified person talk to you - and laughably, they send out one of those “job application from He-l” type forms (which I refused to fill out) that they’re likely sending to someone overseas to generate a boilerplate resume. They’ve already gotten CDW’s money, so they don’t care.
Ditto for the Met Life person about life insurance consideration. For some reason, they can’t sp-t out a number by email, but are insisting on a sales call.
CDW CWS has been responsive to queries and did do everything they said they would do, though.
Agree that it’s a good idea to apply or have a coworker refer you, especially if you left on good terms. They may figure it’s easier to bring you back onboard at a different position and maybe lower wage, than to bring someone in cold they don’t know. Plus you know the company/contacts already. Would be a no brainer in my eyes, that’s just me talking…
It never hurts to try...
Get one of your former coworkers to do an internal referral for you. It will either help you get the job and get them a bonus or help you build a discrimination case. Win-win.

Why would you want to work for a company that don’t try to find a place for you before laying you off? You’re also likely to fine that those “new” jobs are at a lower pay level…. Which might explain why you were laid off. They didn’t want to get into trouble for cutting the pay of an 40+ person (which nearly all of the people laid off were).
Apply and use it to bolster a discrimination claim.
Apply and don’t worry about it.
The first thing you need to know is that when you depart CDW for any reason there is a check box in your permanent file for whether you are eligible for rehire or blocked. Typically that is determined by your direct manager when you are termed in the system. With these layoffs typically your direct manager has no knowledge of your departure until after the fact, often when you tell them. Heck sometimes they are gone too. I'm guessing the "leader" who targeted you probably makes this call, but it could be CWS. Anyone not offered the opportunity to pursue other roles at CDW when receiving the layoff news is probably not allowed to return, but I cannot say that for sure. You can try asking CWS if you are eligible to return. I don't know if they will answer at all let alone honestly. CWS is only there to protect the company (no matter what they tell you) so they may consider it a risk to answer. Would be curious to hear what the response is if you ask. Typically if they wanted you around they would have maneuvered you to a new role rather than lay you off. "Your role has been eliminated" is nothing more than CYA to reduce lawsuit risk. Don't kid yourself. You were targeted, not your role.
