It has a lot to do with getting advanced payments NOW instead of in 6 months or later. Imagine if Mango, AWS and co. gave us each half a billion in advance today.
I don't get the relevance. This has nothing to do with long term large storage tubs. But FWIW, I know that STX is sniffing around for Govt funds.
