Lot of companies are starting to do "rolling layoffs" where they layoff small chunks of employees one at a time to skirt around the notification law.

This process has been going on at Centene for two years. It keeps things under the radar - unlike UHC who will do 3000 layoffs at once.
Notification laws are to help people who are at risk of getting laid off and communities plan for how many unemployed people will be in their area and need assistance.
Centene does not give a fu-k about the rules, the communities, or the people affected. I mean, look at how helpful Centene's insurance is to the people of America, who are told they are paying for healthcare and getting the bare minimum or nothing in return.
I have mentioned this several times. Lots of people making excuses as to why this shady underhanded behavior is acceptable.
