How can Windstream be hiring when all they talk about is laying off?

They will re-hire for 25% pay decrease
Both are true. They also sprinkle in a few employees who are generally disliked and don't play the game. It's been a standard operating procedure for years. They lay off dozens per month but scheme to keep it quiet and below WARN Act triggers.
OR....layoff the employee making too much, and don't hire a replacement, just make the underpaid do more.
It's simple. They lay off employees who make above a certain figure then hire in someone at less than half of that amount.
