So far, hearing rumors almost everyday. Heard that it’s coming for all every single dept within Cigna. So much so that it’s probably going to be a surprise for those who didn’t expect it. Question is how to brace for this? Would they give advance notice? Will be be performance based ? No idea how they are going to go for it . What is everyone else hearing ?

Definitely not performance based, as I was a 15+ year employee job eliminated on 01/18. Never written up or reprimanded. I did ask questions and submitted ideas, and that’s one thing my org didn’t like. If it wasn’t their idea, it wasn’t appropriate.
Managers were asked before Christmas to rank all of their direct reports (9 Box Ranking). That’s what they’re working from. After managers submit, they won’t specifically know which are affected until the last minute.
Definitely not performance based. I was a strong performer who was severed on 1/18, with top project savings and feedback.

Does this include the others under umbrella like Express Scripts and Accredo? I know Accredo has done layoffs but at different times

This probably isn’t true.
It will be based on Mgr input (rankings), where your salary falls within your current band, whether you have ever been on disciplinary action, whether you have an ADA exemption (they would never fire an ADA employee), your race (gotta keep the ratios PC), and whether your skills can be used elsewhere in the company.
Of those factors, Mgr opinion and your salary/band are the most important.
Definitely won't be performance based....red flags would be if you make a good salary and if you are 50+ years old. Sadly, that will increase your chances of being on the list. Get ahead now, prep the resume, work the beat on job search, and be prepared.
How to brace for this?
You probably shouldn’t make any big purchases.
Beyond that, there’s not much you can do other than start applying for other jobs.
