Why are there still open positions for roles working with Medicare Advantage?

Because they have fired more tenured people in favor of hiring younger workers for lower salary.
Internal transfers.
There are many vacancies due to attrition and layoffs, but it's my understanding that they are mostly on hold (Hiring freeze) only the absolutely needed positions are fulfilled. It's possible that these open positions are posted, but few are actually hired.
Contractually the company still has to fulfill the Medicare contract they are administrating for Medicare members on the behalf of CMS.
Need people to do the work but future role stability like the rest of us is uncertain.
