Last year's layoffs came with an early morning warning email announcing the why and letting us know we may get a follow-up invite soon after if we were impacted. It looks like this time coworkers were just sent the invite and then badges for all floors, all coworkers quit working in one building yesterday. They said it was a glitch but looks like it might have part of this?

You're right about managers. Useless and damaging to the business. They simply lack the expertise and are too busy worrying about upward mobility.
