Biden and Xi are scheduled to meet Nov 17 (Fri). Those talks will last likely 1-2 days. So that would leave just Nov 20 - 26 (6 days) for SAMR to finish "consulting" with the State Council and Foreign Ministry.

China wants American companies to be dependent on them for revenue. As this makes them more likely to lobby on behalf of China. This deal reduces BC's reliance on them, by reducing their China revenue from 33% to roughly 25% of total revenue. Since VMware makes little money in China and BC makes roughly VMW's total revenue just in China. Plus, this could result in higher prices for Chinese companies for to BC bundling of products. So what's China's incentive to approve??
