How does one stay hopeful under so much adversity? Why is the ELT doing all of this with such deceit?

I won’t disagree. But we can’t do anything about it so why dwell on it.
You do you. Don’t worry about everyone else. Unfair? Yep. Ignore it or drive yourself crazy and unhappy. Your choice.

Most of the management chain doing only “2”. So why they are at F5.?
Not only that those managers are removing developers on category “1” or (“1” and “2) getting removed by incompetent management.

If you can do both, nothing else matters - it's just noise. Find a way to do both. Your hope lies in the fact that you create value, and even in adversity, can have fun. If you get laid off, you'll probably land a job with another company soon enough with this attitude.
If you can do 1 but not 2, you need to leave F5. Find somewhere to work that isn't misery.
If you can do 2 but not 1, F5 needs you to leave. Having a bit too much fun, maybe?
If you cannot do either, holy cow, what are you doing here?
