2b is missed for short term gains. Associates in Phase 1 are robbed of opportunities to learn by people motivated to teach before they move on.
Early in my career, I was fortunate enough to be around people that were in 2b. Best work experience I ever had. Short circuiting this cycle will inevitably hurt the next generation of healthcare workers.
