That's always been the problem with off shoring cheap labor. Most of them su-k, the ones that are OK at their jobs will take the training and hop to a better paying position a few months down the road. Rinse and repeat.
I think the only way to get management to see the issue is by dumping whole projects on them and watching it burn from a distance.

Kolkata is east of India. There is not much people from eastern India.
