Warn act does not require employers to include people moved to third party vendors.

I believe they are using the not-yet-settled home base or home location definition for WFH workers to skirt reporting. If the 3k+/- figures are accurate for October's layoffs, surely more than 50 folks in at least a couple states would have been let go. Go look through the WARN reporting pages on state government websites. Allstate doesn't show up on any that we have a solid presence in.
