Anyone else having issues attesting/registration with the SUB Service Center?

I was part of the 9/21 layoff. Got my welcome letter from the SUB service center on 10/24 and was unsuccessful at registering. I called their 24-hr number and was told I was “not in their system” yet. It took about 4 more days to get my info in their system. I think with layoffs this big, they have lots of administrative lag times.
What the heck is this? I was wondering how I was supposed get the severance. This is so poorly managed as far as information goes.
Yes I am and I called today and they said they have not received my stuff from HR and it will probably not be until Friday or Monday
I have not received any email to register for SUB service center. Information has to loaded to SUB service center to register/attest.
