You should totally look for another job at another company if you think you're being underpaid. It's simple supply/demand. If your skills are in demand and in low supply, you should be able to find a better paying job at a different company. Now... if you're staying with Intel for things that would result in this post being deleted if listed, you can't complain about the pay.

The worst managers are SGL’s overpaid baby sitters with no technical skills.

I avoid to hire Intel managers to my company if I see in resumes. They will likely break another companies.

What you pay is what you get. Let Intel get shiitt with their products so they can pay for less while you can buy better products from higher pay competition.

You need to figure out what Intel management really wants. It ain't competence.

You are paid exactly what you are worth since you accepted the job.

Want a raise?
Make it happen, even if it means leaving.

I was a G10 heading a team of 10 people from G6 to G8. Every year the rewards pie I was allotted to share among the best performers was a time consuming and embarrassing exercise in futility. Virtually no money to incentivise people who put so so much hard work into making Intel succeed - it was one of the main reasons I left and took CPM. The culture of Intel is broken beyond repair . The double speak is Orwellian. It has become a truly dreadful company to work for with damn all incentives or rewards .

Well. If you are more qualified for more money and responsibility and can find a job, go for it. No one is holding you back.
