Managers are saying it is mandatory that we go in. But email is saying strongly encouraged? I wonder if this meeting is just to tell us we will either have to go back to the office or go hybrid?

Doesn't answer your question but "strongly encouraged" is COF terminology for "must"...cause they don't want to ever be accused of being authoritative
