I understand they do layoffs in batches.
Do they ever individually tell people to fudge off under the auspices of being at at will employer?
Or do they prefer to create a paper trail in one source to fire people for "cause"?

Theft/ Fraud / loss of confidence are reasons why you may not be rehirable. Those scenarios occur if you commit fraud (duh) <- not entering your PTO can be theft of company time.
Loss of confidence is when you knowingly, willingly and usually admit to violating an item in our employee handbook. Even at that the manager has to demonstrate the employee knowingly and willing violated it (it wasn’t something that was easily explained by the employee).
In these scenarios yes you wouldn’t be rehirable and there for not eligible for unemployment benefits
So if I am understanding correctly, the federal regulations around discrimination have an unintended consequence whereby USAA rids themselves of unwanted employees by misuse of the performance management system rather than just to say "you're not a great fit / people don't like you" and firing them?
Being terminated for something related for a PIP has zero impact on getting unemployment. You will only lose unemployment for things like frauding the company

You can get unemployment as long as you weren’t fired for anything that was code of conduct. Been there, done that (with a different bank)
Was a long time high performer and got whack with a random PIP with highly unspecific goals to achieve. Closed the PIP successfully by holding leader to bi weekly meetings and then laid off 2 month later from another exec who I never had met and couldn't look me in the eye after almost 10 years of employment. I was totally gaslight in this process and couldn't be more disappointed in a company i respected.
The gaslit employee who is now on leave… that’s me. Been w USAA almost 9 years and so incredibly sad that this is the way I am leaving. At the same time, though, f*ck them for treating people like this. I will take full advantage of every single benefit in the arsenal, and when I leave I’ll know exactly who I will and who I won’t be bringing with me. Integrity is everything…
I know a coworker gaslit to the extreme, highest achiever on the team, then placed on PIP for bs reason that was appalling.
It broke this individual and they took a leave of absence for panic attacks/anxiety. Now they have 3 months, paid time off to heal and more importantly… use the time to find a new job.

No, they do not do individual layoffs. It can cause discrimination issues.
PIP can lead to termination, leaving you with no severance package and possibly no unemployment benefits.
Sometimes not even a PIP you may see someone on slack just disappear lol this company doesn't give a fu-k
Paper trail..PIP so you can't qualify for unemployment..you can be the most perfect employee.. going from "you're doing amazing, don't change a thing", to the next week "wow you're doing bad, ok now time for PIP" I don't like your technique. It'll make you feel crazy.
