Stop blaming on engineers. How and what to do with their engineers is managers and upper level board‘s responsibility. We got engineers from all top schools except you.

No doubt there are so many engineers as you described. But you are saying all engineers left in Q are all not truly good. To justify that, first define the criteria of truly good, then use this to check every single engineer. Before that, how could you get this statement? Brain-storming? Or just for fun?

You don't need to be C-level to know a cr-ppy engineer when you see one. If the only contribution an "engineer" makes is to add the Qualcomm Copyright message to the beginning of every source code file, you found one. If the only contribution an "engineer" makes is powerpoint presentations....you found one. If the only contribution an "engineer" makes is chit-chat with Sr Dirs who will ok his promotion based on other people's hard work....you found one.
You don't need to be C-level to know a cr-ppy engineer when you see one. In fact, I'd argue C-levels are blind, not doing their jobs properly, and therefore permit and encourage this toxic behavior.
