Some departments and overall markets won’t be touched, if the FSC feels cuts are adequate. Ultimately it will be to smooth out performance issues or overall redundancy

Honestly I think the numbers (7% , 5,000 jobs) are/will be much higher. As in, yes we are "reporting" that only 7% of the workforce is being cut, but I think much more people are being effected by this. It's probably 7% so far. We all know layoffs have been happening since the start of the year.
