Seeing so many comments of people saying they hope they get the package. Serious question, why doesn't T-Mobile ask everyone in say survey format if they would volunteer to take a severance? Would make this process a lot less painful I would think.

Nope. No volunteer opportunity for people not on the list.
We were told if we wanted to volunteer for the severance package we could. I will just say we are based out of the south.
We had a somewhat murky team all-hands recently and the specific question came up on whether the company would consider voluntary retirements, etc.
The answer was a hard "no."
Our org's day hasn't come yet, so there's a lot of tension on the team. Predictably, there were a lot of questions for leadership and very few answers forthcoming.
Basically a lot of "Yes, I know what's going to happen, and no I can't tell you."
It's fair to say that a few things slipped that they wish hadn't, but I'm reluctant to share them here because they're oddly-specific enough to narrow down the speaker and audience, and are more "interesting" than "earthshattering."
Verizon tried that 10+ years ago. All the effective people bailed, not the deadwood that couldnt get a job paying 1/2 their $$$.
I told my S. Manager to lay me off in 2021 and I was put under scrutiny as an unmotivated employee. My life has been in misery since then.. Basically, your management will not lay you off unless they have been told to do so, otherwise they will lose a headcount . However, they will put you under scrutiny so that they can fire you for under performing and hire another person to replace you..

Right, agreed. But it doesn't mean if all top performers prefer the package that they'll get it. Ultimately it’s the decision makers jobs to pick n choose, but knowing who would want to be offered a package could help make it easier.
They don't want the best people to leave but also the best people are most likely to leave because they don't do anything to get them to stay. This goes double if you're not at their preferred HQ.
Because they don’t want the most qualified/experienced people to leave. I, myself, would not want a package. However, I have been looking/interviewing for jobs for the last few month. ( most saw the writing on the wall)
The jobs that I interviewed for half pay about the same amount while the some pay bit more.
