I was told by a little birdie that managers get a percentage of a bonus if they keep their salary overhead below their budget. Is it true? If so, I can understand why performance bonuses are non-existent. I can't see where they will be able to attract or maintain top-talent, given that aspect. I guess it takes a B.A. degree to fully understand how to sc--w the workforce to the nth degree.

We are going through 15 meetings to add a VM in the cloud infrastructure !
If there was money in the budget for performance increases then keeping their budget in that range would be true! But there is NO BUDGET z for merit increases !
