What is the new new IT operating model that does not include testers, PMs and scrum masters. Are those id--ts deploying XP company wide?

WE HAVE BEEN TOLD FINAL ONSHORE LAYOFFS OF 2023 TO BE ANNOUNCED BY END OF THIS MONTH. MORE POTENTIALLY FIRST QUARTER 2024.
I can firm that India received layoffs today as well. Tech roles reduced and suppliers being brought in for that support.
Additional U.S. layoffs for Claims and other areas final week of October.

I heard ~20 PMs/SMs. I agree that if laying off people in India, then US should be worried. It's been forewarned already for months in meetings. Whole new IT operating model doesn't include testers, most PMs, etc., so guess what's going to happen?
